The Keystone Education Yields Success (KEYS) program assists recipients of Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP) (formerly Food Stamps) in completing a career-specific, credit-bearing certificate or associate’s degree program. The program provides an opportunity for participants to achieve educational goals, and develop and enhance other skills that will help promote self-sufficiency for themselves and their families.


Individuals are eligible for the KEYS program if they are:
  • Receiving TANF cash assistance or SNAP assistance (limited admission for SNAP recipients) with or without medical assistance.
  • A pre-60 month TANF recipient currently enrolled in courses at Community College of Philadelphia, with an approved Agreement of Mutual Responsibility (AMR) stating the intent to pursue and complete a credit-bearing certificate or associate’s degree at Community College of Philadelphia within 24 months.

Note: At the discretion of the state, the program is currently permitted to admit 17 percent of students who are SNAP ONLY recipients as participants to Community College of Philadelphia KEYS.

Enrolling in KEYS

To enroll in KEYS, you must be formally referred to the program by the Department of Public Welfare County Assistance Office. Please talk with your CDU worker at the County Assistance Office (CAO) about the program. They will determine your eligibility and assist you with completing the required paperwork. KEYS Services at Community College of Philadelphia

The KEYS program offers the services listed below. Please take advantage of these great opportunities to make the most of your experience at the College.

  • Biweekly meetings with a personal KEYS Student Facilitator

    Use these sessions to review any concerns you have and to seek assistance with addressing barriers to your education.

  • Referrals to the Learning Lab and campus-wide support services
    The College’s Learning Labs offer free services such as Master Student workshops and tutoring, which can help you improve your study skills, prepare for different types of tests and learn how to handle test anxiety.

  • Connecting with the Career Services Center and other professional employment opportunities
    Get help refining your résumé and interviewing skills, attend campus career fairs to meet prospective employers and explore career options throughout the Philadelphia region.

  • Paid Vocational Work Experience (VWE)

    The KEYS program offers limited opportunities for paid vocational work experience. Qualified students may work in positions associated with their major for up to 20 hours per week for a maximum of six months. Your student facilitator can provide more details.

  • Laptop loaning program

    Students who are in good standing in the program, regularly meet all their responsibilities and have been in the program consistently, may borrow a laptop computer.

  • Incentives
    Students who reach specified academic milestones during the semester are eligible for a variety of incentives, including movie passes, gift cards and special activities

Additional supportive services are available to KEYS students through CAO or the College, including child care, transportation, books and training supplies, testing fees, clothing and/or uniforms, eyeglasses and hearing aids. Students must be attending an approved education or training program in order to qualify. Please contact your CAO worker to determine your eligibility for these services.
